FOMENTO is a 2-year project co-funded by the European Commission in the framework of the Justice Programme 2014-2020

The number of inheritance cases with cross-border implications is rapidly growing due to the increasing mobility of European citizens. In this context, the project will contribute to a widespread use of alternative and online dispute resolution methods (ADR and ODR) as a cost-effective solution to prevent and solve international disputes in civil and succession matters
FOMENTO aims to guarantee a better access to the mediation services and practice in cross-border civil matters by:
  • Supporting the correct and wide implementation of EU legislation in the mediation field (Directive 2008/52/EC) and of the EU 'Succession Regulation' (No 650/2012)
  • Building a wide European network of mediation centers and relevant stakeholders to share knowledge and good practices in the mediation field
  • Training professional mediators on technical and quality features of extrajudicial methods in order to handle cross-border inheritance conflicts
  • Raising awareness among EU citizens about the benefits of using the mediation practice in the international inheritance controversies and about the consequences of the EU Succession Regulation / European Succession Certificate
  • Delivering recommendations to policy-makers to improve cross-border cooperation in the mediation services

Which benefits will FOMENTO offer?

FOMENTO will allow for a deeper understanding and the correct implementation of Directive 2008/52/EC (Mediation Directive) and of Regulation (EU) No 650/2012 (Succession Regulation).

The data collected through expert interviews and online surveys will be used to develop best practice proposals for dealing with conflict prevention and resolution in cross-border civil and succession matters.

clearly providing information about the benefits of using alternative methods of international dispute resolution.


FOMENTO will be implemented by a transnational Consortium of EU organizations
with relevant expertise in providing highly qualified mediation services
